BPU delays third Competitive Solar Incentive solicitation to Sept. 30, 2025 amid federal policy uncertainty

The New Jersey Board of Public Utilities on July 16 voted to extend the third Competitive Solar Incentive (CSI) solicitation window to Sept. 30, 2025, giving potential applicants time to assess recent federal actions affecting renewable energy tax credits.
Dr. Watson, presenting the item, said the board originally set the prequalification window to open May 14, 2025 and the bid deadline for July 23. Following the July 4 enactment of HR 1 — described in the presentation as legislation providing for reconciliation — and a July 7 executive order directing the Treasury Secretary to issue guidance on accelerated phase-out and safe-harbor rules, “participants in the third CSI solicitation deserve and require time to consider federal guidance as it is issued and to submit bids informed by policies impacting solar and energy storage project planning,” staff said. Staff recommended extending the solicitation window to Sept. 30, 2025 and the board approved the extension by roll-call vote.
Board members said they were concerned about federal changes’ implications for clean-energy deployment in New Jersey but emphasized the state’s continued commitment to advancing clean energy. Staff will post updated solicitation deadlines and guidance on the BPU website.
