The New Jersey Casino Control Commission voted Aug. 13, 2025, to deny an appellant identified in the record as CG’s request for early removal from the statewide self‑exclusion list.
Deputy Attorney General Leticia Fishin told commissioners the division asked the commission to adopt its initial decision because the record showed CG completed the online eight‑step self‑exclusion process and therefore voluntarily placed themself on the list. Fishin said the division relied on NJAC 13:69G‑2.2 to confirm the division must verify a patron’s request to be placed on the self‑exclusion list.
CG, who participated by Zoom, said they never intended a statewide self‑exclusion and believed they were blocking a single website (FanDuel). CG told the commission they were intoxicated at the time, “I was under the influence of alcohol, and I didn’t understand what I was clicking,” and said they had been contesting the listing for more than a year.
Commissioner Mario Formica questioned CG using printed screenshots of the FanDuel screens and asked whether CG had entered identifying information, chosen the exclusion length, and checked waiver and acknowledgment boxes that explain possible broader consequences (including bans by casino operators). CG acknowledged checking boxes but maintained they did not understand the implications.
Formica moved to adopt the hearing examiner’s initial decision that the appellant “failed to demonstrate that he did not intentionally place himself on the division’s self‑exclusion list as required by NJAC 13:69G‑2.2(c” and to deny removal prior to the listed expiration date of Jan. 21, 2029. The motion was seconded and carried on a voice vote.
The commission’s action leaves the appellant on the statewide self‑exclusion list through the expiration date stated in the record. Commissioners noted the record includes the online acknowledgement steps and the division’s verification procedures under NJAC 13:69G‑2.2. The meeting record shows the commission will publish minutes and that public comments may be submitted by email to public.comments@ccc.nj.gov.
