CRC adopts application process for cannabis consumption area endorsements

The Cannabis Regulatory Commission approved a notice of application addendum that sets how consumption area endorsement applications will be accepted and reviewed. Chief counsel explained the process: applications must be submitted through the CRC portal, will be reviewed in order subject to priority designation, and there is no statewide cap on the number of consumption areas. Each regulated entity may hold one consumption area endorsement.
The board adopted a phased application schedule: starting Jan. 2 applications from social equity businesses only; April 2 for very diversely owned applicants; and July 2 open to all applicants. Municipal approval (a form to be provided on the CRC website) is required and municipalities retain authority under statute to authorize or prohibit consumption areas. Applicants will submit detailed floor plans, standard operating procedures, and an application fee (proposed $1,000 for micro businesses, $5,000 for standard endorsements), and the endorsements will be valid annually.
Commissioners noted the importance of ADA accessibility and patient‑only accommodations; the board voted to approve the notice of application acceptance and directed staff to publish the municipal form and application schedule.
