BPU vacates Atlantic Shores 2021 OREC designation for Project 1, removing 1,509.6 MW from state qualified list

The New Jersey Board of Public Utilities on Aug. 13 voted to vacate a 2021 order that had designated Atlantic Shores Offshore Wind One’s 1,509.6 megawatt project as a qualified offshore wind project eligible to receive Offshore Renewable Energy Certificates (ORECs).
Staff said Atlantic Shores filed a petition on June 4, 2025, asking the board to terminate the 06/30/2021 OREC order, citing federal actions since January 2025 and ongoing industry financial challenges that, the developer said, make the project nonviable under the original OREC terms. After review of the petition, pertinent statutes, and comments, staff recommended vacating the order and the board approved that recommendation on a roll call vote.
Commissioners acknowledged the difficulty of losing approximately 1,500 MW of potential clean capacity while also praising staff’s preparation; one commissioner said the loss highlights a broader need for more electricity and careful policy responses to federal decisions affecting clean energy projects.
The board’s action removes Atlantic Shores Project 1 from the docketed list of qualified OREC recipients (BPU dockets QO‑28555 and Q021050824).
