The New Jersey Board of Public Utilities on Aug. 13 approved a residential universal bill credit intended to provide immediate relief to electric customers facing higher costs. Under the order, customers with active electric accounts at investor‑owned utilities will receive two $50 credits — one in September and one in October 2025 — for a total of $100 per account.
Staff said funding will come first from the Solar Alternative Compliance Payment (SACP) account, then from the Regional Greenhouse Gas Initiative (RGGI) account as needed. Staff reported the SACP account holds about $263 million and the RGGI account at least $123 million. Following the order, each utility must file a certification within 15 days confirming the number of eligible accounts; staff will then transmit funds to each EDC based on those certifications.
Commissioners described the credit as helpful but not a long‑term solution and urged increased enrollment in existing assistance programs such as the Universal Service Fund. The board approved the staff recommendation on roll call.
