The New Jersey Cannabis Regulatory Commission approved a slate of licensing actions during its March 18, 2025, virtual meeting, voting to convert nine conditional retail licenses to annual status, approve a separate conversion for Enclave Market LLC (with Commissioner Amelia Mapp recused), grant one annual class‑4 distributor license and renew 58 adult‑use licenses.
Director Riggs told the commission that applications undergo priority assignment and verification, a completeness review, scoring, a qualification review and background checks, followed by a quality‑control review involving licensing, compliance and legal staff. "All these applications ... are now recommended to the board for approval," Riggs said.
Vice Chair Delgado moved to approve the nine conditional‑to‑annual conversions; the motion was seconded and passed on a roll‑call vote with Commissioners Delcid Coso, Amelia Mapp, Nash, Delgado and Chairwoman Bueno recorded as voting yes. For the Enclave Market LLC conversion, Commissioner Mapp recused herself because of an ongoing professional relationship; Vice Chair Delgado moved the measure, it was seconded and passed with the remaining commissioners voting in favor.
Commissioner Nash moved to approve an annual license for a class‑4 distributor (9199); the motion was seconded and approved on roll call. Director Riggs also summarized 58 annual license renewals, noting that Silver Leaf Wellness and COA Cannabis are in their first year of operations and must submit new municipal approvals as required; the Office of Compliance and Investigation had recommended approval for the renewals, and the commission adopted the renewal resolution by voice and roll call.
No substantive board discussion was recorded on the licensing items beyond staff summaries and procedural motions. The meeting minutes from Feb. 18, 2025, were approved earlier in the session; that motion passed with one abstention.
The commission recessed briefly for an executive session on legal matters and investigations before returning to the public meeting for votes and a public comment period. The chair indicated the commission will meet again in a couple of weeks and reminded the public that written comments for the meeting would be accepted through 5 p.m. on March 19, 2025, via the CRC website.
