Commission remands Travis Truong's license application for contested-case hearing after finance questions

The New Jersey Casino Control Commission voted to remand the initial application of Travis T. Truong for a contested-case hearing and extended his temporary casino key employee license for 90 days or until resolution of the contested case.

Counsel submitted multiple character letters and emphasized the Division's extensive investigation, including a sworn interview, email communications and a report recommending plenary licensure. Deputy Attorney General Tracy Richardson confirmed the Division's investigative work but noted that portions of the Division's report are confidential and not part of the public record.

During questioning, commissioners probed financial activity in the applicant's records, including multiple cash deposits below the $10,000 currency transaction-report threshold; Commissioner questioning focused on whether deposits had been structured to avoid reporting thresholds and on the plausibility of the applicant's explanations. The applicant testified that cultural and personal reasons informed some deposit practices, referencing the significance of certain numbers in his community and stating his intent to deposit funds to a high-yield savings account.

After deliberation, a commissioner moved to remand the matter to a hearing and to extend the applicant's temporary license pending the contested-case proceeding. The motion was seconded and approved on roll call. The commission indicated it would prepare an appropriate order following the meeting and share it with counsel.
