NJ Cannabis Regulatory Commission approves license conversions, annual licenses and renewals

Acting Executive Director Kirsten Riggs told commissioners the board was considering two conditional-to-annual conversion applications — one Class 1 cultivator and one Class 5 retailer — after standard reviews including priority verification, completeness review, scoring and compliance checks. The commission moved and approved consideration and adoption of the conversion applications without further discussion.
Riggs then presented eight annual license applications to be considered as a single tranche (part of 10 total licenses the board considered that day, including the two conversions). Commissioners moved and approved the resolution to adopt annual licenses for Class 1, Class 2 and Class 5 applicants by roll call.
The commission also approved a set of 20 annual license renewals after the Office of Compliance and Investigations reported the applicants had submitted required documentation and were deemed compliant. Vice Chair Delgado moved to approve the renewals; the motion passed on roll call.
Commissioner Mapp recused herself from consideration of two specific renewal applications — QCC Group LLC and Island Vibes — citing an ongoing professional relationship; she temporarily stepped out of the room while the board considered and approved those two renewals. The record notes the recusal and that the remaining commissioners voted yes.
All motions on licensing approvals and renewals passed by roll call voice vote. The commission proceeded to the public comment period and other agenda items after completing the licensing business.
The commission did not announce additional conditions attached to any approvals during the public session. Commissioners recorded votes on the record and staff will follow up on next procedural steps for issuance and documentation.
