BPU approves 10‑year PPA for Trenton Renewable Power at price pegged to PSE&G BGS

Staff presented Trenton Renewable Power’s petition seeking approval of a 10‑year power purchase agreement (PPA) for energy generated at a food‑waste recycling facility that produces renewable natural gas and has three on‑site generators producing roughly 3.5 megawatts. The petitioner had initially requested a purchase price of 20¢/kWh; after discovery and negotiations the parties agreed to a price pegged to the PSE&G Basic Generation Service (BGS) auction, initially set at approximately 11.6¢/kWh before taxes. Staff said this price provides customers a benefit of about 1¢/kWh compared with the BGS auction price for the duration of the contract or until the facility ceases producing renewable natural gas.
Staff noted Trenton Renewable must file with the board each June 1 any changes to the PPA rate per the agreement and that there is an explicit provision requiring the petitioner to file a petition three years from the anniversary date of the agreement so future boards and staff can review the contract and pricing.
Commissioners asked whether the contract price will be reviewed before the 10‑year term; staff and the petitioner’s representative said annual filings plus the three‑year petition requirement provide review points. The board moved, seconded and approved staff’s recommendation by roll call.
The board approved the PPA with the described reporting and review conditions.
