The New Jersey Cannabis Regulatory Commission on Wednesday approved a slate of licensing actions — including conversions, annual approvals, consumption-area endorsements, an expanded manufacturing certification and 28 license renewals — and elected Commissioner Krista Nash as vice chair.
Director Riggs told the commission the licensing office had completed priority verification, completeness reviews, scoring and Office of Compliance and Investigations qualification checks before recommending the applications for approval. "All 3 of these applications have been reviewed, scored, and are now recommended to the board for approval," Riggs said when introducing the conditional-to-annual conversion recommendations.
Why it matters: the approvals clear several businesses to operate or expand in New Jersey's adult-use market, including four retailers seeking consumption-area endorsements and one manufacturer seeking an expanded alternative treatment center (ATC) certification that carries a $300,000 expansion fee.
What the commission approved (votes at a glance): - Entered executive session (prior to the public session) — motion passed. - Minutes from the June 12, 2025 open and executive sessions — approved. - Election of Krista Nash as vice chair — motion passed; Nash accepted the nomination and offered brief remarks about jobs and economic opportunity. - Three conditional-to-annual conversion applications (one manufacturer, one retailer, one delivery service) — recommended by staff and approved unanimously. - Thirteen annual license applications (2 cultivators, 2 manufacturers, 1 distributor, 8 retailers) — recommended and approved unanimously. - Four cannabis consumption-area endorsements (Ginseng LLC; High Rollers Dispensary; Sunny TN LLC; Urban Dispensary) — staff reported municipal approvals and OCI site inspections were complete; endorsements approved unanimously. - One expanded ATC certification for an entity identified as Block (class 2 manufacturer) — Riggs said required municipal approvals and certifications were met and noted a $300,000 fee for expansion; the commission approved the certification. - Twenty-eight annual license renewals — recommended by staff and approved unanimously.
Commission process and safeguards: Riggs described the multi-step review used for all applications: priority assignment and verification, a completeness review by the licensing office, scoring against regulations and the notice of application acceptance, and a qualification review by the Office of Compliance and Investigations. "A qualification review is conducted," Riggs said, referring to background checks and financial-source reviews.
Chair guidance to applicants: the chair also cautioned applicants not to spend investor funds or complete construction before regulatory clearance, saying applicants "are not required to finish your construction or renovation before submitting an application" and warned that spending in advance can jeopardize application approval.
What happens next: the approved conversions, endorsements, expansion and renewals will proceed under the commission's licensing framework; the commission said municipal approvals and OCI inspections will remain prerequisites where required.
(Reporting note: all votes noted on the record were recorded as yes by the three present voting commissioners.)
