New Jersey CRC drops provisional badging, citing improved background‑check times

The New Jersey Cannabis Regulatory Commission voted on July 30 to rescind its provisional badging program and remove delegated authority that had allowed provisional badges, with the Permitting & Licensing Committee citing improved processing times and limited current use of provisional badges.
Vice Chair Nash explained that provisional badging was adopted in February 2024 to address labor shortages tied to lengthy criminal background checks but that in 2025 the board had considered only six applications involving disqualifying convictions. "Currently, individuals that do not have any criminal history attached to their profile are being cleared in about 5 days," Nash said, adding that applicants with non‑disqualifying histories clear in about 12 days on average. The committee concluded provisional badging was no longer necessary and moved to rescind the previous resolution; the commission voted to rescind.
At the same meeting the board also approved a delegation of authority that allows the executive director to issue a 90‑day administrative extension of license or permit expiration dates if the commission lacks sufficient members to act on a renewal. Chairwoman Diana Wainu said the delegation will remain in effect until the board rescinds or modifies it.
Why it matters: the rescission ends a temporary pathway that allowed some individuals with disqualifying convictions to work under provisional approval, while the delegation aims to prevent operational disruptions for licensees when the commission cannot form a quorum for renewal votes.
