NORRISTOWN — At a Feb. 17 work session, Norristown planning staff presented a slide-based explanation of a proposed amendment to the municipality’s window-signage ordinance and asked the council to authorize its advertisement.
Staff emphasized the current rule — no more than 25% of any individual window or transparent door may be covered by signs — remains in effect. The proposed amendment would clarify that merchandise, shelving, fixtures or other objects placed within 5 feet of a first-floor window or glass door constitute a visual obstruction and shall be counted toward the window-signage allowance. The change is intended to address safety concerns raised by police and to make enforcement more consistent.
Presenters showed compliant and noncompliant visual examples, explained the measurement method and described enforcement as a civil (zoning) process: the zoning office issues written notices, gives property owners time to comply, and repeat noncompliance can be pursued through the magisterial district judge. Staff said businesses that need exceptions (for example, bakeries or retail displays) may seek relief from the zoning hearing board.
Council members raised concerns about impacts on small-business window displays and creative merchandising; staff said the zoning hearing board provides a formal relief path. The council voted to authorize advertisement so the public can comment at a forthcoming hearing; staff will provide educational outreach and tips to help businesses comply.
