Decorah council approves loan resolution, LOSAP application and building-code update; ADU ordinance passes first reading, P&Z appointment fails

Decorah — The City Council on Feb. 17 took several financial and regulatory actions, including approvals related to capital financing, volunteer-firefighter benefits, state building-code adoption and zoning changes for accessory dwelling units (ADUs).
Loan resolution: After a brief public hearing, Councilmember Chisel moved and the council approved a resolution authorizing an essential-purpose loan agreement combining loan agreements and providing for levy of taxes to pay general-obligation corporate-purpose bonds, Series 2026A. Staff said the action allows the city to proceed with financing steps for a replacement fire truck; the motion passed unanimously.
LOSAP for volunteers: Council adopted a resolution authorizing application to the Iowa Economic Development Authority to enroll Decorah’s volunteer firefighters in the Iowa Length of Service Award Program (LOSAP). Staff said the city currently contributes $12 per month per volunteer and that participation in LOSAP would convert the contribution into a required 457(e) plan and qualify volunteers for a 1:1 state match (doubling the monthly contribution). One councilmember recused themself from the discussion and the motion passed with one abstention recorded.
Building code adoption: Staff presented an ordinance to adopt the State of Iowa’s updated building codes by reference. City code reviewers said the updates are primarily clarifications; the council voted unanimously to adopt the state code references.
ADU / Title 17 amendments — first reading: Council held a public hearing on proposed amendments to Title 17 (residential bulk regulations) to implement statewide ADU requirements and to set maximum developed lot-coverage percentages (40% in R-1, 50% in R-2, 75% in R-3). A resident asked how the changes would affect an in-progress garage conversion; staff said variances may still be required in some side-yard situations. The council approved the ordinance on first reading.
Other votes: Council authorized staff to apply for RPA/UEPRC FY30 STBG swap funding for a trail and an 8-inch water-main extension (estimated project cost $500,000; local match $100,000). The consent agenda, including contract change orders and licenses, was approved earlier in the meeting.
Appointments: Mayor Carlson nominated Brad Wicks to the Planning & Zoning Commission. After discussion about board composition and potential conflicts of interest for applicants with construction backgrounds, the motion to appoint failed on roll call, 2–5.
No immediate vote was taken to commit city funds to the Fritz proposal; council requested further detail, timelines and checkpoints before any city commitments.
