Decorah honors officers, dispatchers and survivor in lifesaving recognition

Decorah — The Decorah City Council on Feb. 17 honored local law-enforcement officers and 9-1-1 telecommunicators for their roles in a Dec. 17 cardiac-arrest rescue that city officials said likely saved a resident’s life.
Chief (speaker 5) described the response timeline to a 4:53 p.m. call of a man down on Pearl Street, saying bystander CPR began within about three minutes and an AED shock and coordinated response led to the patient being transported by ambulance about 16 minutes after the 911 call. The chief named Officer David Barrett, Lieutenant Byron Hook (covering for Deputy Logan Hop) and dispatchers Isaac Phillips and Jake Schatz for recognition.
“Lives are saved because all of these agencies…have people who are trained,” the chief said, listing the Decorah Police Department, Winneshiek County Sheriff’s Office, WinMed Ambulance Service, Decorah Volunteer Fire Department and the Winneshiek County 9-1-1 Communication Center as partners.
Survivor Jim Creek addressed the council and thanked responders for saving his life, noting his recovery included broken ribs from CPR. He singled out Derek Elwood, a paramedic who provided bystander CPR, and said he was ‘‘just thankful for everyone.’’
The council presented awards to the officers and dispatchers. City staff and the chief emphasized the role of bystander CPR and AED access, citing national survivability statistics during the remarks and urging public CPR training.
The recognition was presented early in the evening; council business continued after the ceremony.
