Mayor Angelo Castillo read two proclamations during the Feb. 18 meeting — one honoring Shen Yun Performing Arts and another declaring February as American Heart Month in Pembroke Pines — and invited representatives of Shen Yun and Memorial Healthcare System to speak.
Dr. Chandra Anderson Rhodes, introduced as chief medical officer at Memorial Hospital West, thanked the commission and described the hospital’s programs for heart care and prevention. The commission praised Memorial Hospital West’s role in emergency cardiac services.
Mayor Castillo appointed Chantelle Osborne as an alternate member of the Diversity and Heritage Board; Osborne introduced herself as an educational leader with more than 30 years in Miami‑Dade County Public Schools and provided her address for the record.
Procedural action: Commissioner Jay Schwartz moved approval of the consent agenda (items 1–5) and Vice Mayor Hernandez seconded. The chair called the vote and the consent agenda passed unanimously.
