Senate committee renames I‑35/US‑69 interchange for late Rep. Robert M. Tomlinson, advances bill

At a Senate Transportation Committee hearing, senators advanced Senate Bill 321 to designate the junction of I‑35, U.S. Highway 69 and 18th Street in Johnson County as the Robert M. Tomlinson Memorial Bridge.
Family members and community leaders testified in support. "I humbly ask your support and passage of Senate Bill 3 21," Philip Tomlinson, the representative's oldest son, told the committee. Carol Tomlinson, the representative's wife, said she would be "touched and honored" by the designation. Chris Tomlinson, the youngest son, said the naming would help preserve his father's legacy for people who travel the interchange.
Supporters told senators that Tomlinson advocated for small cities — including getting Roland Park added to signage — and that a memorial at the site would recognize his record as a teacher and public servant. Ryan Peterson, a family friend and local attorney, described Tomlinson's bipartisan approach to constituent service and urged passage as a statement about putting Kansans first. Jeff Jackson, dean of Washburn University School of Law, and Roland Park Mayor Popa also spoke in favor.
Under the bill as briefed, installation of commemorative signs would not occur until customary requirements are met: the secretary of transportation must receive gifts and donations covering the cost of the sign plus 50% to fund future maintenance or replacement. Committee members discussed a technical correction after consulting with KDOT and the family; Senator Dietrich offered an amendment to designate the structure as the Robert M. Tomlinson Memorial Bridge (rather than an interchange) because the memorial is placed on a bridge structure over U.S. 69 and 18th Street. The committee adopted the amendment and then voted to pass SB 321 favorably out of committee by voice vote.
The measure will proceed to the Senate floor; Senator Dietrich said she would carry the bill. The committee also noted written testimony on file from multiple supporters.
