Senate Bill 355, amending the Kansas Cigarette and Tobacco Products Act, would add licensure requirements for manufacturers and distributors of electronic cigarettes, define manufacturers, establish a $500 annual license for those entities and require the Department of Revenue to publish lists of licensed and suspended persons.
Jason, the committee adviser, summarized the bill and said it would take effect July 1 if enacted. Committee members debated and adopted an amendment that, among other changes, targets devices marketed toward minors and clarifies the licensing framework and fee structure. After discussion, the committee voted to pass SB355 favorably as amended and send it to the floor.
