Council approves sidewalk waiver and conditional occupancy process for Highland Heights units

The Soda Springs City Council voted on Nov. 17 to allow a limited sidewalk waiver for the Highland Heights subdivision and to authorize staff to issue certificates of occupancy for completed units once department-level inspections were approved.
Developer representative Chris Robinson told the council that sidewalks at the entrance and for the currently completed building were finished, but that pouring the remaining sidewalks now would be damaged by ongoing construction traffic. Robinson asked the council to allow the contractor to pour sidewalks for remaining buildings as individual buildings are completed. S4 noted the city has granted similar waivers previously and moved to allow a waiver for building 1 until sidewalk work for that structure is complete.
The council voted in favor by voice and approved the motion. Separately, the council voted to delegate authority to the city engineer/planner to issue certificates of occupancy conditioned on sign-off from department heads for streets, water and sewer; staff were asked to complete inspections by the end of the week. Council members agreed to monitor any issues and to require repairs if the units are occupied over a weekend before final sign-off.
The actions allow the developer to rent or occupy four units that are ready while the rest of the development is completed in stages; council members emphasized the approvals remain conditional on department inspections.
