Planning commission approves minutes, agenda, massage operator license and two preliminary plats

On Feb. 19 the Columbia County Planning Commission approved Feb. 5 minutes and the meeting agenda, granted a massage operator license to Angelica Rosario (Sunny Orchid), and approved preliminary plats for Greenpoint Phase 5 and River Island Section 2 Phase 4a.
At the Feb. 19 meeting the Columbia County Planning Commission completed routine business and approved several items by voice vote.
The commission approved the minutes of the Feb. 5, 2026 meeting and the evening's agenda. Staff reported a request for a massage operator license for Angelica Rosario (Sunny Orchid, 3685 Riverwatch Parkway, Suite 105); staff recommended approval and the commission approved the license.
The commission approved two preliminary plats. Greenpoint Phase 5 (off Apling Harlem Road) is a planned residential development phase with 36 single-family lots, a minimum lot size of 7,616 square feet and an average lot size of 9,603 square feet; sidewalks, street trees and a 50-foot undisturbed buffer at the PRD perimeter were shown and staff recommended approval. River Island Section 2 Phase 4a (off Blackstone Camp Road) includes 64 single-family lots (minimum 10,003 sq ft; average 20,987 sq ft), an undisturbed buffer along Blackstone Camp Road and 12.52 acres of open space; staff recommended approval and the commission approved the preliminary plat.
These approvals were recorded by motion and confirmed by the chair; each item will proceed through the normal staff and Board review processes as required by county procedure.
