Historic District Commission denies chimney cap application, approves multiple COAs
Summary
At its Feb. 18 meeting the commission declined a chimney/fireplace liner application at Canterbury Turnpike, then approved the Towne Street mural application and several other COAs (including Norristown Green and the mural project). Minutes of Jan. 21, 2026, were approved and the meeting adjourned.
The Norwich Historic District Commission on Feb. 18 considered several Certificates of Appropriateness and related items. A motion to approve the chimney/fireplace insert at a Canterbury Turnpike property failed after commissioners expressed concerns about the proposed stainless-steel liners and the visible industrial-looking top plate that would be visible from a primary facade.
During the same meeting, the commission approved the Towne Street (UCFS) mural application; the chair announced the vote passed unanimously after a roll call in which several members (including Ed and Greg) cast affirmative votes. The commission then approved COA 60370 for the Norristown Green (some members abstained) and later approved COA 604 for the related mural/interpretive-panel project. The commission also approved the minutes of Jan. 21, 2026, and adjourned.
On the chimney application, at least three members stated they voted against the motion: Ed said, "My vote is nay," and others echoed opposition; the chair said he would follow up with the homeowner. For items that passed, the chair announced motions passed (including unanimous announcements for at least two COAs) following roll-call procedures.
The meeting packet included images and installation details for the chimney application, the mural panels, and the interpretive panel; presenters and commissioners discussed alternatives to the proposed venting to better match historic materials and sight lines.
