The Legislative Ethics Board held elections and approved multiple routine administrative items at the start of Thursday’s public meeting.
Members moved to hold elections immediately; members voted by voice to elect Larry Hoff as president of the board after a nomination and second (SEG 038–041). Laurie accepted nomination and was approved as vice chair (SEG 064–070). The chair later joked the campaign had been "hard" before shifting to business (SEG 087–088).
The board approved the minutes of its Dec. 8 meeting after a motion and second (SEG 093–106). It also reviewed and approved employment disclosure forms for Sally Ann McKissick (Senate security) and Alisa Jaffe (Senate security; spouse Kevin Zeller employed by the House as deputy director of security), with members indicating no conflicts were found in the disclosures (SEG 124–171).
Jennifer (board staff) presented proposed rule edits described as largely technical. Key changes include clarifying that either party may request a continuance for good cause; renaming certain references to focus on the board’s "reasonable cause" determination rather than a "complaint" at hearing; allowing the board to opt for an ALJ to hear matters and prepare an initial order for board review; and clarifying that the ALJ or board may set discovery limits guided by the Administrative Procedures Act (SEG 176–223).
