The council also opened and closed a public hearing on case TA0525, amendments to Chapter 6 (fenestrations: windows and doors) and the Historic Handbook approval needs list. Staff said the first two recommended bullets had unanimous support from the Historic Preservation Commission and the Planning and Zoning Commission; council adopted the accompanying statement of reasonableness and consistency and then adopted the ordinance by voice vote.

Members approved negotiating and executing a contract with Birtzel (Bridal/Birtzel) Excavation and Construction for the Farmwood Boulevard culvert replacement in the amount of $1,284,818.18 and a related $108,916.50 contract amendment with Armstrong Glen for construction administration and project management. Council approved a $300,000 grant from bond‑issuance fees to STC Coleman Mill LLC (described in the meeting packet as tied to conduit financing for the Coal Moon Mill project) and authorized a $135,109 contract with QEI to supply two SCADA servers and upgrade the electric system’s SCADA software and operating system.
