Fali Bengura sought a special administrative permit on Feb. 17 to use her Stonecrest residence at 4693 Thompson Mill Road as the administrative office for BJ Home Care Service LLC, a privately run, nonmedical home-care service.
The applicant told Planning and Zoning staff she will provide staffing that goes to clients’ homes to assist with activities of daily living, shopping, doctor appointments and medication reminders, and that "the only thing that will be on premises is the file," adding that all onboarding and most employee paperwork will be handled online. When staff asked whether any customer contact would occur at the residence, Bengura answered, "No," indicating intent to meet the Type 1 home-occupation standard of no on-site customer contact.
Planner questions focused on operations and capacity. Bengura estimated she could serve up to 25 clients and said she would employ roughly 12–14 staff to support that caseload, describing a four-hour minimum for visits and stating that employees would be CNAs (certified nursing assistants). She said staff would report directly to client homes rather than to the residence. The applicant agreed to remain in compliance with the City ordinance cited by staff (City of Stonecrest, Chapter 27, Sec. 4.2.0.31).
Abby Abicoon told Bengura she would receive a written decision from planning and zoning within 24 to 48 hours after the hearing. No formal vote was recorded at the hearing; staff indicated the matter remained under administrative review.
