The chair said MDOT had cited contracting misunderstandings and federal-standard changes as contributors to the delay.
Commissioners also clarified agency jurisdiction: because Main Street is Business Route 94, MDOT is responsible for maintenance of that corridor, and residents should report Main Street problems to the state agency rather than the city.
Officials said they had requested MDOT provide specific plans and timing and expected to hear more from the agency as spring work starts.
