The San Clemente Planning Commission on Feb. 18 approved a conditional use permit for a 3,340-square-foot veterinary clinic proposed at 43 Via Pico Plaza.
Staff told the commission the clinic would be partitioned from a 6,120-square-foot tenant space, would operate from 7:30 a.m. to 6:00 p.m. Monday through Friday and 7:30 a.m. to 2:00 p.m. on weekends, would employ about 12 staff, and would not provide long-term boarding; temporary holding associated with procedures was described as incidental. Staff recommended the commission find the project categorically exempt under the California Environmental Quality Act (CEQA) and approve the project subject to conditions.
Commissioners asked whether the operating hours were requested by the applicant (staff said yes), whether the operator had prior locations (staff: none reported), and where the proposed animal-waste bag dispenser would be sited (staff: near a parking-lot entrance). Staff reported a parking analysis that increased required spaces by six compared with the previous retail tenant because veterinary clinic medical-office ratios use 1 space per 200 sq ft versus retail at 1 per 300 sq ft; staff said the overall center continued to show a surplus of parking based on prior studies.
An unidentified commissioner moved to "adopt the recommendations found in the staff report regarding the project being categorically exempt and adopting Resolution PC26-004 and CUP 25-556." Commissioner Laffer seconded. The motion carried on a voice vote; no opposing votes were recorded.
The approval included standard conditions addressing animal-waste handling and the site partitioning; staff indicated the property owner will provide a new tenant-address exhibit (planned as 45 Via Pico Plaza) and that condition language related to waste collection and daily maintenance is included in the approval.
Next steps for the applicant are to meet the conditions of approval and obtain any building permits required for the partitioning and tenant improvements. The commission closed the public hearing and moved on to new business.
