Franklin City park board hears Scott Park design progress, pool study begins; mayor adds $200,000 for cemetery

Unidentified Speaker 2, who led the project updates, said the Scott Park design committee has met two to three times since the board's last meeting and held a larger group meeting including the landscape architect to refine building layouts, materials and field arrangements. "We have met once there...there's a lot of stuff going on behind the scenes," they said, and staff expect a more finalized budget in about 60 to 90 days before shifting to funding discussions.
On the pool study, Unidentified Speaker 2 said the board signed an agreement last month with HWC Engineering and that staff and the consultant conducted an initial walkthrough of the current pool and facility. The study is examining potential expansion toward the maintenance building; the consultant and staff will meet again during the week of the next park board meeting and staff expect to have preliminary materials to share then.
Staff also presented preliminary recreation-fund comparisons. The transcript records last January's revenue as "$109,009.77" and a larger figure for this January that is unclear in the meeting transcript; staff attributed the year-over-year increase to a combination of higher participation, higher program rates and the recent passing of a 3% credit-card fee on to customers. Staff cautioned that month-to-month numbers can fluctuate because of timing (for example, more registrants paying upfront) and weather differences between years.
On cemetery funding, Unidentified Speaker 2 told the board the clerk-treasurer's office is still closing last year's books, so linked appropriation reports were not available in the packet, but staff can see the accounts internally and reported the parks and cemetery are in "great shape." They said, "I will tell you the mayor did, appropriate $200,000 in additional money for the cemetery in the capital account so we can do more headstone repairs, and we may potentially buy a new excavator."
Procedural business on the consent side was routine: the board approved the Jan. 15 meeting minutes, approved February claims and approved the human-resources report by voice votes; individual vote tallies were not recorded in the transcript. The board adjourned after completing the agenda.
Next steps: the Scott Park design committee expects to provide a more detailed budget in roughly two to three months, HWC Engineering and staff will meet again before the next board meeting to review pool-study findings, and staff will provide finalized appropriation reports once the clerk-treasurer completes year-end close.
