Commission reviews organizational performance framework, school closures and strategic-plan progress
Summary

Commission staff presented the 2023-24 Organizational Performance Framework (OPF) at the Dec. 11 meeting, summarizing school-by-school indicators used to assess educational program quality, financial management, governance and school environment.
Staff highlighted examples of schools that improved after corrective action (noting Whatcom Intergenerational High School reduced red indicators following corrective actions) and reported that YNAU Academyboard voted to close the school at the end of the 2025-26 school year because of declining enrollment and financial nonviability. Staff described a transition team that will meet monthly to steward an orderly, community-centered closure for families and students.
The executive director provided updates on staffing (a new business and operations manager, Dominique Mays), conference participation (NACSA) and an overview of strategic-plan progress: 142 action steps across goals, with progress percentages reported for visibility, partnerships and organizational excellence. Commissioners asked about commissioner visits to schools and how commissioners can engage without violating legal or operational constraints; staff committed to circulating options for site visits and scheduling school visits at the front of commission meetings.
Commissioners also discussed enrollment trends, board capacity work with schools and outreach to education-service districts to monitor patterns. Staff emphasized the OPF is a summary of past-year data and that many issues identified in the reports have already been addressed through oversight and technical assistance.
