AOC consolidates security bill, withdraws data‑sharing proposal and combines judicial position requests

At the Center Branch Advisory Committee meeting, Jaylee Schultz, AOC's associate director for judicial and legislative relations, outlined changes to the agency's request legislation ahead of the 2026 session. The slate includes three carryover bills and three new proposals; Schultz described several substantive edits since the group saw the proposals in October.
Schultz said AOC consolidated two separate proposals addressing security for judicial officers and court personnel into a single security bill that streamlines eligibility for protection from unlawful release of personal information, creates a 10‑day grace period before penalties apply for noncompliance, and contains an amendment to allow AOC security consultants to access criminal‑history data necessary to conduct threat assessments.
On a proposed data‑sharing bill, Schultz said AOC has withdrawn the language for now after consultation with the Health Care Authority. "After their review of the bill draft language, it was suggested that the bill approach may not be workable due to restrictions under federal law that prohibit sharing of client level substance use treatment data," Schultz said, and AOC will continue to explore alternatives with HCA.
Schultz also said AOC combined previously separate requests for superior‑court judges into a single bill that would add judgeships in both Skagit and Yakima counties; those positions appear in the same statute and were pre‑filed as Senate Bill 5868 with identified sponsors.
Schultz said a technical‑fix bill and the consolidated security bill now have sponsors identified and are expected to be pre‑filed soon. The meeting did not include formal action on the bills; AOC staff said they will continue to refine language with counsel and stakeholders ahead of the session.
