The Leadership Council voted Dec. 17 to approve the 2026 Puget Sound Acquisition & Restoration (PSAR) large‑capital request for proposals (RFP), clearing the path for a January grant round.
Staff said the RFP was revised to respond to tribal consultation, to align with HEAL Act equity expectations and Climate Commitment Act consultation/notification requirements, and to remove time‑consuming unscored supplemental application questions that had not meaningfully affected previous rankings. The RFP increases the number of project submissions allowed per watershed (from 1 to 3) and consolidates letters of support into a single lead‑entity letter.
Tribal and partner feedback led to a new requirement: if a project sponsor claims that a project benefits non‑listed species of tribal importance, the sponsor must include a supporting letter from the relevant tribal fisheries or natural resources director. Staff said the change recognizes tribal authority to assess cultural and species importance.
After discussion, the council approved the RFP on a unanimous voice vote; staff said they planned to publish the RFP the following day and run the grant round from January through July, with final ranked lists to be considered by the council in August 2026.
