Mark Webster briefed the board on the upcoming 2026 legislative session and the agency's role.
"We don't have any agency request bills this year," Webster said, noting the agency will not be leading bills but expects several large proposals in the Legislature, including potential cannabis tax reform and further work on a bill that imposed taxes on synthetic nicotine and increased rates on tobacco vapes. He identified Ryan's Law (listed in the briefing as House Bill 2152 and Senate Bill 5900) and bills implementing the governor's permitting and licensing timeliness executive order (briefed as House Bill 2198 and Senate Bill 5968) among items the board had discussed during the interim.
Webster also described the legislative-team cadence during session: two legislative-team meetings per week (a Monday planning meeting and a Friday meeting after the schedule is released), plus a fiscal-note group led by the CFO, Spencer Goode, to coordinate cost estimates. He said the board will receive these session updates during caucus meetings and invited questions from members.
