WAG weighs new nonlethal technologies, data sharing and collaring limits for wolf-livestock conflict

A wide-ranging discussion at the Washington Wolf Advisory Group examined how emerging nonlethal technologies'from AI-enabled camera networks to ear tags and proximity devices'might be deployed to reduce wolf-livestock conflicts.
Lede facts: producers and technology presenters described several tools showcased the previous day: real-time camera traps, proximity collars, livestock ear tags and apps that aggregate data. Participants said pilots and A/B testing are needed to measure efficacy before widespread rollout.
Key technical points: Department staff explained the difference between GPS and VHF collar signals. GPS collars upload limited points (typically once per day) and the database updates hourly when points arrive; VHF signals provide near real-time locating but are not routinely shared because they enable on-the-ground tracking. "We don't generally give out the VHF frequency with data-sharing agreements," an agency speaker said, noting those signals are operationally sensitive (agency staff, SEG 1128'1136). Producers said some of the VHF or proximity information would be the most useful for preventing depredations on small pastures.
Costs and durability: WDFW staff and others noted collaring is expensive, estimating about $10,000 to $15,000 per collared wolf. Ben, a department representative, said collaring and capture costs and limited field staff mean the agency is already stretched: "Every time we collar these animals... it can be 10 to $15,000 a wolf." Concerns about new tech: environmental representatives raised lifecycle concerns about AI-dependent apps and data centers; Amber suggested weighing data-center environmental impacts before assuming AI platforms are net beneficial. Producers and other WAG members worried about device durability (ear tags chewed by pups) and about who would pay for initial pilots.
Next steps: members supported scoping a nonlethal-technology subgroup that includes departmental staff and producers to define pilot criteria, data-sharing safeguards and measures of efficacy. The facilitator and volunteers will collect names for a short, focused subgroup that will meet before the April in-person session.
