The Public Works Committee approved a public passenger license for applicant Milton Madison at its Feb. 19 meeting after reviewing a police report and a Wisconsin Department of Corrections communication indicating the license would not violate the terms of his parole.
The committee confirmed the offense date on Madison9s record as Nov. 30, 1991, and that he was paroled in 2016. Madison addressed the committee, saying "I own that" and apologizing to his victim9s family; he described steady work since release and caretaking responsibilities for elderly relatives. Sergeant Velasquez reported the file included an email from DOC and staff said the DOC letter does not prohibit licensure.
No neighbors appeared to testify. Committee members said they heard Madison9s explanation and supported moving forward. A motion to approve the license was made, there were no objections, and the motion passed. Committee members told Madison he could pick up the license on March 3.
The committee record shows the decision was a local licensing action; committee members requested no additional conditions on the license during the public meeting.
