Commission approves Veteran Service Office policy and hires assistant VSO

The Jefferson County Commission approved a new internal policy and procedures document for the Veteran Service Office and unanimously approved the hire of an assistant veteran service officer.

Marissa King, identified in the packet as director of veteran services, told commissioners she had prepared a 61‑page policy to document standard operating procedures, accreditation steps, chain of command, requisition and budget procedures and de‑escalation techniques used by the VSO. King said the document was intended to ensure continuity if leadership changed: "When I came into the office, the office did not have a veteran service officer policy." Commissioners debated whether the policy should be sent to the personnel committee or legal for review. A motion to refer the policy to personnel committee failed (8 yes, 10 no), and the commission proceeded to vote on the policy itself.

Personnel committee earlier reported, by unanimous vote, recommending the hire of Rebecca Z. Easton to fill the assistant veteran service officer position. Commissioners voted to hire Easton by an 18–0 vote; Easton’s start date was announced as March 1 pending required security clearances and paperwork. During public comment and commissioner discussion several speakers noted the VSO office generates substantial benefits for veterans; Jim Fox said the office "generates $48,000,000 a year for the citizens of this county." The policy vote passed 15–3 after discussion about whether chain-of-command language should be revised and whether the position should report to the mayor rather than the commission.

Commissioners noted the policy's length and recommended that, when appropriate, department policies be reviewed by legal or personnel staff, but allowed the VSO to implement the documented procedures pending any legal clarifications.
