Emery prevention coalition unveils youth action plan, names commissioner Leonard leader of the year

Vicky Allred, Emery prevention specialist for 4 Corners Community Behavioral Health and coordinator of the 1 Direction Prevention Coalition, told the Emery County Commission on Feb. 17 that the coalition has entered Phase 3 of the Communities That Care process and is analyzing SHARP survey data from grades 6, 8, 10 and 12 to identify local risk and protective factors.
The coalition presented a video of its 2025 activities, outlined partnerships with schools and community groups and said every dollar it spends is directed toward evidence-based prevention strategies. Allred said the work uses local data rather than assumptions and that the next step is a three-year community action plan informed by the data work group.
Allred also announced the formation of a youth coalition, which will meet monthly on the third Tuesday and be supported by adult coalition members. She said youth participation will strengthen leadership skills, aid scholarship applications and help the coalition tailor prevention activities to youths’ needs.
Commissioners asked about substance-use trends. Allred said the data review is ongoing but noted that alcohol is the primary local concern, followed by nicotine and marijuana; she also said firearm exposure is higher locally because of hunting culture. Commissioners encouraged the coalition to return with the trend analysis once work-group meetings are complete.
The coalition recognized Commissioner Jordan Leonard with a Leader of the Year award for his consistent participation and support of prevention activities.
The coalition said it has used opioid-settlement dollars and other grant funds to support programming and that specific funding needs for programs will be brought to the commission when the action plan is finalized. Commissioners thanked speakers and asked to be kept informed of any emerging trends.
