Committee adopts substitute and votes "do pass" on House Bill 16-41

The Committee on Government Efficiency moved into executive session after the public hearing and took action on House Bill 16-41. Representative Mayhew presented a house committee substitute to House Bill 16-41 and moved for its adoption, saying the substitute adds the word "specification" in two places. "There are two places in there where we have added the word specification," Mayhew said while explaining the change. The committee adopted the committee substitute by voice.
Following adoption of the substitute, the committee voted the substitute "do pass". The clerk called the roll and members recorded their positions: Chair Hausman (aye), Vice Chair Mayhew (aye), Representative Burton (present), Representative Boyco (no), Representatives Chapel, Cook, Davis, Erwin, Jordan, Murphy, Self, Van Gogh, West and Wolfen (ayes), and Representatives Jacobs, Smith and Steinmetz (present). By the clerk's tally, the motion passed with 12 ayes, 1 no and 4 present. The committee concluded its business for the day.
The substitute text was distributed at the meeting and discussed briefly on the floor prior to the roll call; members who expressed reservations suggested language concerns might be addressed in follow-up work but did not block adoption.
