Ashwaubenon committee approves PUD for senior residential complex at 460 Marina Lane

The Ashwaubenon Site Plan Review Committee voted Nov. 6 to approve a planned unit development (PUD) for a multi-use senior residential project at 460 Marina Lane (Parcel VA-132-13).
Aaron, a village staff member, presented the project and said the parcel sits on Marina Lane and South Broadway just south of the National Railroad Museum. The PUD is proposed in three phases: Phase 1 would build a community-based residential facility (CBRF); Phase 2 would add senior townhomes along the Fox River; and Phase 3 would construct a senior apartment building with site amenities. Aaron gave estimated completion windows — the CBRF and townhomes in late 2025, and the apartment building and amenities completing in December 2026 — and noted those dates are estimates.
Staff recommended multiple conditions of approval. Those included obtaining a height permit from the Green Bay Austin Straubel Airport Director because portions of the development exceed 50 feet; maintaining a minimum 3-foot masonry wainscote where metal wall panels are used; screening rooftop and ground-mounted mechanical units visible from property boundaries and adjacent rights-of-way; use of fully concealed fasteners on exterior wall panels; and adding sidewalks that connect the CBRF to South Broadway and provide a west-side drive-lane connection toward Bridal Lane and the Ashwaubenon Riverway Trail. Engineering conditions included submitting erosion-control and drainage plans, revising grading to depict rough grading for a trail easement, completing stormwater-pond maintenance, and coordinating water and sanitary lateral taps. Public safety requested relocating a private hydrant to an interior parking island and coordinating fire fittings and key boxes; forestry recommended approving the submitted landscape plan; bicycle and pedestrian staff requested bicycle-parking details consistent with standards from the Association of Pedestrian and Bicycle Professionals.
James Hunt, a representative for Baymar Holdings, told the committee the townhomes on the eastern side will be owner-occupied; he said other units are subject to opportunity-zone holding requirements (10-year minimum) so the apartments will be rental and the CBRF will be resident-occupied. A member asked about parking; Aaron confirmed the design meets code and includes underground parking for the apartment building plus additional surface spaces.
A committee member moved to approve the Bridal PUD request for the senior residential development at 460 Marina Lane (Parcel VA-132-13); after a second, the motion passed by voice vote. Aaron said the item will go to the Planning Commission that evening at 5:30 p.m. and to the Village Board at the end of the month for further review and final action.
The committee also approved the meeting agenda and Oct. 15, 2024 minutes by voice vote earlier in the session, and adjourned after briefly noting staffing support for the recent election.
