Panel grants screening waiver, approves RTO air‑treatment unit for Charter Next Generation

The Ashwaubenon Site Plan Review Committee voted unanimously Dec. 2 to approve a site‑plan request for an exterior regenerative thermal oxidizer (RTO) unit at Charter Next Generation, 1327 Glory Road, granting an exception to the village’s usual screening requirements for certain wall‑ and roof‑mounted piping.

Planning staff member Aaron explained the unit would be sited at the southeast corner of the building along the east property line and that the property is zoned Industrial Park. Staff said the unit and its stack meet setback requirements but recommended the committee grant an exception because screening the wall‑ and roof‑mounted tubing "wouldn't practically make a whole lot of sense." "In this instance, as staff, we're recommending an exception for the screening for the wall and roof mounted portion of the tube," Aaron said.

A committee member asked whether the unit would add noise, vibration, smell or light. Applicant representative Jason Wozniak (1327 Glory Road) said the unit is designed to return about "99% clean air back into the atmosphere," and that it would not create vibration or smell; he added there could be fan noise from a large blower and that a sound enclosure could be considered if necessary. After brief discussion clarifying that the waiver covered the tubing and not the stack, a committee member moved to approve the site plan with the requested waiver; another member seconded, and the motion passed by voice vote.

The approval grants an exception limited to screening for wall‑ and roof‑mounted piping; the transcript records no further technical conditions beyond the waiver and any staff conditions noted during the presentation. The committee scheduled its next meeting in two weeks and adjourned.
