Utilities committee adopts substitute and votes to report four bills out of committee, 20–1

In executive session the House Committee on Utilities moved and adopted a house committee substitute for House Bill 2,658. Representative Costello described key changes in the substitute: expanding the definition of telephone solicitation to include unsolicited solicitations to buy real estate; adjusting reassign‑number database language to allow third‑party compliance; and narrowing spoofing/misleading language to require intent to "cause harm or wrongfully obtain anything of value." Representative Costello said the change was intended to avoid capturing prank calls.

After adopting that substitute, the committee moved to vote on a package of committee substitutes. The clerk conducted a roll call and the committee voted 20 ayes and 1 no to report the House Committee substitutes for House Bills 2,658, 2,147, 2,472 and 2,546 do pass. The Chair announced the result: "By your vote of 20 ayes and 1 noes, you have voted House Committee substitute for House Bills 2,658, 2,147, 2472 and 2546 do pass." The committee then exited executive session and opened a public hearing on separate bills concerning QIP and nuclear generation.

The substitute for HB 2,658 changes telemarketing definitions and compliance mechanics; sponsors and the committee referenced the need for the clawback/refund language on construction items in other bills elsewhere in the session.
