Gentleman from Jefferson County, who sponsored the bill, described a six‑year planning and facilitation process for a local project that was interrupted by a water district's use of criteria to block the detachment of a parcel that had an earlier agreement with the municipality (Crystal City water). "We're trying to eliminate that hiccup and move forward as planned," he said on the floor.
Members from both parties supported the narrowly targeted approach; sponsoring speakers described the bill as supportive of jobs and private investment in the county. A member from Jefferson County emphasized a local investment scale connected to a phased development and urged colleagues to support the bill.
