The decision followed an engineering report from Mister Evan White of Midtown Engineering, who said the procurement process had taken seven months and that installations are expected this summer. White said he reviewed the bids for completeness and would confirm licensing and insurance before finalizing the award.
Board members asked whether the bid package was complete and whether the contractor’s license limit covered the work. White said bids were submitted and reviewed; he identified a contractor license limit figure in the mid‑$70,000 range that bears on eligibility and compliance. The board clarified the contractor out of Nashville, Tennessee, had proposed $34,800, not $3,400, and moved to approve the award at $34,800 "as long as the bidder accepts that decimal fee is $34,800," per the record. The motion was seconded and approved by unanimous voice vote.
The board also instructed staff to require the selected contractor to submit proof of insurance and to correct any clerical errors in the bid before the manager executes the contract. Engineering staff said the work is part of a phased set of projects, with design roughly 75% complete for related ARP-funded items and that lead times mean installation is expected in summer.
The board did not specify a firm start date beyond the general summer timeline; the motion carried and the award will move to contract-completion steps pending verification of licensing and insurance.
