The Water and Sewer Board approved a new sewer discharge metering policy on Nov. 25 that creates a formal process for customers who seek partial billing adjustments based on measured discharges.
Board members considered a packet that included a redlined draft prepared with recommendations from the department attorney, Mike Walls. The adopted policy defines categories for partial‑discharge customers, establishes a requirement that customers purchase dedicated discharge meters, and sets out how staff will collect and verify meter data before any billing adjustments are made.
Moderator said, "I would like to, recommend that we actually, enter this into policy for the department." The board discussed implementation details, including who purchases the meter and how the department will analyze recorded flows to confirm eligibility. Mike Walls reviewed the attorney edits included in the packet.
Under the policy, customers who install a dedicated sewer discharge meter will be required to have staff collect the meter data and confirm whether they qualify for reduced sewer billing; if customers are confirmed to discharge less than 100% of metered water use, the board can authorize partial billing adjustments under the policy. The policy also covers agricultural livestock meters and calculation methods needed to apply adjustments.
The motion to adopt the policy was made, seconded and approved by voice vote.
The board tasked staff with carrying out the new metering and billing steps and providing the necessary documentation to affected customers before any billing changes take effect.
