The Hibbing City Council adopted a new ordinance regulating transportation network companies (TNCs) at its April 16 meeting and approved a related zoning modification that exempts taxicab businesses from the home-business definition.
City staff presented the TNC ordinance, noting the item had been discussed at a previous workshop and posted for the required period. Mr. Borland described the ordinance as applying to transportation network companies, saying “Those are better known as lifts.” The council adopted the ordinance on a motion by Councillor Swiberg with support from Councillor Bayliss.
Separately, staff presented a modification to the zoning code’s home-business definition to add a line explicitly exempting taxicab businesses so that a taxi could be based in a residential area. Mr. Borland said this tweak responds to Councilor Whitney’s suggested changes and that the final taxi ordinance would be brought forward at the next regularly scheduled meeting; the home-business modification was approved at this meeting.
