Hibbing council backs request for county to convey parcel at no cost to enable HRA multifamily development

The Hibbing City Council on April 16 approved a resolution asking St. Louis County to convey a tax-forfeited parcel at no cost to the city or the Hibbing Housing and Redevelopment Authority (HRA) to allow construction of a road to access an HRA multifamily development site.
Community economic developer Betsy O'Lavonte told the council the HRA secured funding in December 2024 and the selected parcel (parcel ID 139005004676) needs a new road to be shovel-ready. O'Lavonte said the county has indicated willingness to convey the parcel to the city or HRA at no charge. She asked the council to approve resolution 250418 to support that conveyance.
Councilor Benes moved to approve the request; Councillor Fossil supported the motion, and council adopted the resolution on a voice vote. Staff noted the conveyance still requires approval by the St. Louis County Board of Commissioners and recording of the deed before the city or HRA takes possession or proceeds with construction.
If completed, the conveyance would allow the city to construct essential roadway infrastructure to serve the planned multifamily development and to advance the HRA’s stated goal of making the site shovel-ready.
