Staff said the wetland bank has been used to offset wetland impacts for public infrastructure and development and that regulatory requirements governing wetland credits have evolved since the bank’s original approval. The city reported slightly less than nine credits remaining but noted that credit types and ratios (1:1, 2:1, 3:1) vary depending on the type of development and regulatory requirement.
The RFP will seek proposals to confirm remaining credits, evaluate allowable uses, and study whether additional credits could be generated at the existing bank under current rules. Planning staff said the work is budgeted in the development side of the budget for the year and recommended releasing the RFP after the meeting.
