Chair Senator Julian Sierra said the draft incorporates scale, material, historical interpretation and reimbursement details and invited committee feedback before sending the letter to artists.
Chair Sierra explained the practical request in the letter: artists selected as semifinalists will be asked to "produce a maquette of their proposed busts" and to provide photographs of the maquette. He told members the committee plans to request that submissions be "returned to us by 5PM on March 20." Committee staff and members debated how prescriptive to be about maquette size for the model itself (industry standard examples were discussed) and whether to require multiple photos. "I think we wanna request multiple photos," committee member Susan Cross said, arguing that several angles would help evaluation.
Members also discussed next steps for in‑person review. Staff recommended the committee see maquettes together in person when possible; Sierra said the committee expects to meet the week of March 23 (possibly March 23), with a possible second in‑person meeting the following week.
On artist compensation, Cross suggested calling the payment a "fee" that includes materials reimbursement and payment for the artist’s work. Senate staff said they would consult with senate counsel and the business office to determine allowable terminology and will follow up with the committee before the letter is finalized.
Staff noted the committee will revise the invitation letter to reflect the experts’ guidance on age, expression and headwear, clarify maquette size and photo requirements, and circulate the final text to semifinalists later this week. The committee will then review submitted photos and arrange in‑person viewings of maquettes as part of its selection process.
