The commission voted to approve the Commission Recommendations Report, which compiles updated foundational principles, technical bylaw updates reflecting statutory date changes, contingency‑planning and risk management framework recommendations previously discussed in October. Representative Tharinger moved to approve the report and Senator Conway seconded the motion. The Chair counted 12 votes in favor, one nay and zero abstentions and declared the motion passed.
The report includes recommendations that the commission defer major benefit changes until completion of phase 3 of the risk management framework, await additional benefit payment experience before altering premium rates, and consider two statutory recommendations: making the Health Care Authority a voting member of the commission and allowing outgoing commissioners to remain until successors are appointed. Commissioners discussed that these statute changes were not urgent and recommended raising them the next time the statute is opened.
The vote was taken electronically and by hand and recorded on the meeting record. The commission will continue to report on implementation and metrics as the pilot and statewide launch proceed.
