PDC reviews budget, IT transitions and enforcement caseload at December meeting

At the Dec. 11 meeting, staff presented a budget update showing underspends driven by litigation expense variability, personnel vacancies, and timing on services and contracts. Staff noted an OFM exercise modeling a 5% cut could require transferring about $1 million from the transparency fund to cover general fund items, which staff described as unsustainable if recurring.
Management reported completion of a replacement for a legacy document management system and described work to transition filer authentication from Secure Access Washington (SAW) to a new wah.gov login to reduce filer access issues. Staff said the new web‑based tools are expected to be more extensible and reduce legacy maintenance burdens.
Enforcement staff Eric Agena reported that as of Dec. 2 the agency had 241 open cases (126 under assessment of facts, 107 under informal investigation, eight pending closure) and that 63 cases were resolved between Oct. 6 and Dec. 2 with outcomes ranging from reminder letters to dismissals. Commissioners asked for monthly complaint counts and staff said they would provide further data as requested.
The meeting recessed into executive session on allowable statutory matters; commissioners returned, stated no action was taken in executive session, and adjourned the regular meeting.
