Contractors and industry groups back HVAC supervisor license to protect consumers and energy investments

Industry witnesses told the committee that HB4719 would fill a regulatory gap by creating a standardized HVAC construction supervisor license and adding HVAC professionals to the Board of Building Regulations and Standards (BBRS) advisory council to ensure technical expertise in training and standards.
Mike Capuccio, with 44 years in HVAC and government affairs experience, said the absence of a supervisory license leaves consumers without a reliable way to verify that a person overseeing installations is qualified and accountable. "High efficiency system installed incorrectly performs worse than a lower system installed properly," he said, arguing that proper supervision protects energy investments, reduces premature failures and avoids safety risks.
Ryan Williams, a second-generation contractor, said HB4719 folds into BBRS frameworks, would not create new permitting requirements, and would help standardize expectations as new refrigerants and technologies enter the market. Witnesses were invited to submit written testimony for technical details and the committee did not take a vote during the hearing.
