The proposed project spans five properties and would use $10,000 per property for site improvements; staff said owners and their representatives requested an additional $30,000 to reach $80,000 total in order to complete the consolidated design shown in the council packet.
Council members asked detailed questions about precedent and fiscal impact. One council member noted the city’s facade budget is a placeholder of $100,000 but that the underlying restricted gaming fund contained roughly $1.1 million at year‑end; staff said not all of that is unencumbered, pointing to about $700,000 as currently available after prior commitments. Several members expressed concern that approving an overage could set a precedent and urged clear conditions if the council were to exceed program caps.
Council also focused on site connectivity: the design would close several drive entrances and could be reconnected later if adjacent property owners agree. Council asked staff to explore a cross‑access easement and suggested making connectivity a condition of any grant approval. Public works described difficult drainage conditions on the site—existing slopes are near flat and storm sewer connections are not readily available—so the additional funding request included drainage and regrading work staff said was necessary for a durable repair.
The council took no final vote. Mayor and staff agreed to place the item on the March 4 council agenda for action after staff negotiates easement language and confirms funding availability and recommended conditions.
