City council approves consent agenda, strategic plan and several infrastructure contracts

Lockport City Council unanimously approved a broad consent agenda and several project contracts at its Feb. 18 meeting, including passage of the council’s 2026–2029 strategic plan.
The council approved routine items and several resolutions placed on consent. Among the notable approvals were a resolution awarding construction of the Lockport Women’s Club Boatyard Park to Swartz Construction for $431,326 and a companion resolution to purchase park equipment. Public works staff said bids opened Feb. 4 and reported favorable pricing and a coordinated design that includes play features, a small canal‑boat element, a zip line and connections to the city bike path. City staff noted the Lockport Women’s Club is contributing $40,000 toward the project.
Council also approved a contract for Karen Springs stormwater facility rehabilitation with V3, a downtown planter refit with Burke, and task orders for water‑system planning and industrial pretreatment assistance. Public works presented a task order to update the city’s risk and resilience assessment and emergency response plan with Engineering Enterprises (not to exceed $58,892) and a $29,100 task order for industrial pretreatment assistance.
Relocation of the Lockport Emergency Management Agency building was approved as a sole‑source contract (AC Rectors) to disassemble, transport and reassemble the structure for a fee not to exceed $65,004.25. Council approved procurement of three police vehicles as budgeted (line corrected from five to three) with an aggregate not‑to‑exceed price of $135,000, funded from the 2026 capital budget and federal asset forfeiture where noted.
One item was deferred for further action: a facade and site grant request for 940–948 North State Street asking the council to exceed the typical program maximum and increase a five‑parcel parking‑lot consolidation project’s grant from a typical maximum of $50,000 per property to $80,000 total. After extended discussion of precedent, budget impacts and cross‑access terms, staff and council agreed to place the item on the March 4 agenda for a final vote.
Council indicated that several of the approved items draw from restricted gaming and other dedicated funds and that staff will return with any required budget amendments if additional disbursements are needed. The meeting adjourned after final roll call.
